[Fix] Player Created Regions (#1855)

* Fixed so that creating regions without behaviors work for players. Fixed so that creating regions with behaviors works via GmEmit for players

* Updated previous uses of emitAsGM to emitGMUpdate

* Fixed linting

* Update module/documents/chatMessage.mjs
